gmdate() (Features)

Hi

The time at my server adjusts two times yearly due to daylight-saving-time and it is Not possible everytime to change "Time difference:" setting that I make.

We have a uniform time in India (IST) throughout the year and do Not use daylight-saving-time.

Is there a way to use gmdate("M d, Y :: h:i:s a", time()+19800) as the default timestamp (adding 19800 seconds to UTC / GMT) so that posts are timed (recorded) accordingly?

If a message is posted at 1 PM, the post shows 2 PM.
The latest postings show correctly as 10 minutes ago (example).

I can change the "Time difference:" accordingly, but this will disturb the recorded time when the server time is adjusted again due to daylight-saving-time. Moreover, I cannot change the default time of the server as it will disturb all the other hosting accounts also.
