Just have a look at the '↑↓ Order'-link in the header. If you move your mouse over, the tooltip will display 'Order by date of last reply' or, - after clicking - 'Order by date of thread (default)'. The chosen order is saved in a cookie (i.e., the order will be kept at returning visits).

I guess one is limited by the number of post within a certain amount of time. Is this adjustable? Or can it be turned off? It slows down work flow, although I understand why it might exist.

And can the administrator delete inappropriate post?

Sure, and - if set by the admin - moderators too.
