This would be very useful feature to have. Since categories function as 'sub forums' in a way, it would be great to be able to lock threads within a specific category so that when the forum is filtered from the main page, down to a specific category, those topics relevant to that category which the administrator wishes to be stickied are stuck to the top.

The forum works like you wish it. If a sticky is present, it will be shown on top of the page. If you filter the view by a category, a sticky – if present – will be shown on top too.
