I'd like to suggest to hide the already marked threads(posts) to normal users and anonymous users.

This is for the case that there maybe some sensitive content that moderators are not sure and don't want normal users to see yet, so they are hidden.This way moderators can discuss secretly whether to permanently delete those threads (then they will click delete), or they can bring them back by unmark them.
