The only way to make a thread sticky, implemented in the early days of the forum software, is to edit the opening posting of a thread and to set the value of the pinning options to a different value than "Do not pin the thread".

The person who want's to make a thread sticky must be an administrator or moderator of the forum.

Note: The German labelling of the ‘more’ smilies button in the screenshot is due to the fact that I temporarily switched the UI language from German to English. However, the list of strings that are inserted via JavaScript is taken from the browser cache, where I still had the German language version.
