i need to control the TOPICs but cannot find a way to prevent USERS from creating new topics.
i can lock the threads, etc. but not prevent a new topic.
can you help?

Well, posting new topics is the basic function of any forum. Are you sure that you don’t want a blog instead (where others may only comment on topics you have posted)?
