I suppose, you use mlf1? In version 1 you can set the users role in the admin area->user administration. Select a user and click the "edit" link. In the field "user type" you can switch between "registered user", "moderator" and "admin".

[edit]: You asked for the behaviour of version 2? Forget it if I misinterpreted your question.

Sorry, there is no radio button - nothing. I can change it only in the database.

Last attempt: ;-)

1. You need to be logged in as administrator. Then click on "Admin" (not on "Users"):

3. Click on the "edit" icon of the user you want to edit:

But I have another question, how can I moderate a post befor the user they can publish?
