Time Display / Difference (General)

My time difference from the Server Time (UNIX_TIMESTAMP) is 9-1/2 hours (9.5 hours).

How do I apply this?

When I try to modify forum/includes/admin.inc.php, I am only getting the difference in full hours not half hours. Even if I force it to display in Forum Settings as 9.5 hours, the time_difference displayed is 10 hours.

2.
How can I display the IP address of the person posting the message (along with the time and date)?

This schould be - but so far isn't implemented yet (see here).

When you're logged in as admin you should see the IP address:
