Is it possible to have two forums using just one database? I suspect that the answer is no, but I am not entirely sure. I want to set up several forums but have to pay extra for each database.

You can install several forums with only one data base. You have to set an other prefix for the table names in each forum installation. So you can store several forums in one data base.
