try the following:

Change line 47 in index.php from

ini_set('default_charset', $lang['charset']);

to

//ini_set('default_charset', $lang['charset']);

Create a text-file named php.ini containing this directive:

default_charset "utf-8"

Upload both files in ASCII (not binary!) mode to your forum folder.
